Anne has worked in the recreation and parks profession for over 25 years in municipal & provincial governments as well as private industry. She holds a bachelors degree in Recreation Administration from University of Alberta and a master's degree in Landscape Architecture from University of Guelph. Over her career, she has spent time in provincial parks planning, parks consulting in northern Canada as well as parks project management with Calgary. Over the past two years as Director of Parks for Calgary she has noticed that she is actually spending less time in the park spaces than ever before which she tries to correct in her free time. She is active in the Alberta Association of Landscape Architects and is currently past president. When not in meetings; she enjoys skiing, life at the lake, and thinks she's never been in a sea-kayak she didn't like! |

Mr. Turnbull is the Deputy Chairman of TD Securities, responsible for executive coverage of government, crown corporation and corporate clients. Doug has over 30 years of fixed income capital markets, M&A and advisory experience in Canada, New York and Tokyo and has acted for government, corporate, infrastructure and public sector clients on numerous public and private market transactions. Mr. Turnbull is a member of the Ontario Finance Minister's Economic Advisory Panel, and is a member of the Board of Directors of Metrolinx, a transit agency of the Government of Ontario. He is also Chair, George Brown College Foundation, and serves on the Canadian Board of Directors of ORBIS International, a global charity committed to eliminating preventable blindness in the developing world. Doug is a graduate of the University of Western Ontario (Economics) and the Institute of Corporate Directors at the Rotman School of Management, University of Toronto. |

Duncan McCallum is a Managing Director and Canadian Head of Infrastructure at RBC Capital Markets. He has a broad range of experience in infrastructure and inflation-indexed transactions and led the RBC team in pioneering both the use of long term bonds to fund project finance transactions and the provision of Bid Date bond underwriting commitments for PPP transactions. Completed transactions on which Duncan managed the RBC role include Ontario's sale of a concession for Highway 407 and NAV Canada's acquisition of Canada's air navigation system, as well as provision of bond financing and inflation swaps relating to Highway 407, NAV Canada, several Canadian airports, Harrison Hydro and PPP transactions for multiple highways and hospitals. Duncan holds an M.A. from Cambridge University and is a Fellow of the Society of Actuaries and the Canadian Institute of Actuaries. |

Fayi Zhou has more than 20 year of experiences in Water Resources Engineering. Since graduated with a Master of Science from Dalian University of Technology in China in 1987, He has been actively working in the field of water resources engineering with the specialized area in computational hydraulics, urban hydrology and hydraulics, and river engineering in various sectors including government, research institutes and consulting firms. He got his PhD from Water Resource and Environmental Engineering from the University of Alberta in 2000 and has been working with the City of Edmonton as a senior drainage engineer after. Dr. Zhou has published more than 40 papers in journals and conferences, which cover various subjects in water resources engineering. He is the reviewer of several journals, including Journal of Hydraulics (ASCE) and International Association of Hydraulic Research (IAHR). He is a member of Environmental and Water Resource Institute and Canadian Society of Civil Engineering. |

As the President and CEO of MHPM Project Managers Inc., Mr. Franklin Holtforster directs the operations of the company and provides project leadership in major project assignments. He founded MHPM Project Managers Inc. in 1989 here in Ottawa. Mr. Holtforster has gained broad experience in the construction industry as a Project Manager, Consulting Engineer and Contractor, which together has fostered a keen awareness of the opportunity to identify and implement cost-effective and technically sound construction solutions. His experience in the delivery of facilities projects includes a wide range of projects for both private and public sector clients in Canada and abroad. Having founded MHPM Project Managers Inc. in 1989, Mr. Holtforster has grown the company into Canada's largest specialist project management firm, with offices from coast-to-coast. The company opened its first U.S. office in Dallas in 2008 and has plans to expand nationwide. The company is configured to provide scaleable service capability to clients requiring support on unique individual assignments or across a dispersed facility portfolio. In this manner Mr. Holtforster continues to satisfy his original objective to provide clients with the knowledgeable representation required to obtain value on their facilities projects. |

Guy David is a partner in Gowlings' Ottawa office practising in the areas of corporate and structured finance, banking and international law. His practice covers both transaction-oriented assignments and advising on financial legislation. Guy also has considerable experience in structuring and negotiating Government of Canada financings, international equipment financings with complex security and inter-lender arrangements, infrastructure and privatization-related project financings. A former staff counsel at the Bank of Canada, Guy has participated in various aspects of the revision of Canadian banking legislation over the years. He has recently led a major review of the Export Development Act and Canada's participation in international project and trade finance for the Government of Canada. He has advised Canadian crown corporations over a number of years. He is fully bilingual in French and English |

Kyle Toffan is currently the Director of Grants Administration in the Ministry of Municipal Affairs in the Government of Saskatchewan and has also worked in the Ministry of Finance. He sits on various infrastructure committees and is also Vice Chairman of the Municipal Potash Tax Sharing Administration Board. Kyle holds a Bachelor of Arts (High Honours) degree from the University of Saskatchewan and a Master's of Public Administration degree from Queen's University. Over the past 3 years, Kyle has worked extensively with all Saskatchewan municipalities on various financial assistance programs. This includes major federal-provincial infrastructure programs, unconditional and conditional operating programs and provincial-only infrastructure programs. He was responsible for the successful implementation of Building Canada Plan and Economic Action Plan programs, which committed significant funding to Saskatchewan municipalities. In 2009-10, total budget expenditures on these responsibilities were $338 million. |

Previous Experience: Along with his duties as President and CEO of Plasco Energy Group Inc., Mr. Bryden is Chairman of SC Stormont Inc., which participates in the development of small to mid-sized Canadian businesses. He is currently Chairman of the Board of PharmaGap Inc. and holds positions on the Board of Directors of Clearford Industries Inc. and Gallium Software Inc. April 1996, Mr. Bryden joined with Dr. Tofy Mussivand, Director of the Cardiovascular Division of the University of Ottawa Heart Institute, and Dr. Michael Cowpland to form World Heart Corporation. Mr. Bryden was Chairman, or President and CEO of World Heart Corporation until July 2004. January 1992, Mr. Bryden became CEO of Terrace Corporation, the principal owner of the Ottawa Senators Hockey Club, and Vice Chairman and Alternate Governor of the Ottawa Senators Hockey Club. On September 1, 1993, Mr. Bryden became Chairman and Governor of the Club. In July 1994 construction of the Palladium (Corel Centre), was begun and opened in January 1996. Both the Hockey Club and the Corel Centre were sold in 2003. August 1991, Mr. Bryden and two associates, founded SC Stormont Corporation, an Ottawa-based company specializing in the management of complex corporate transactions. Mr. Bryden was the Chairman of SC Stormont Corporation until it ceased operation in 2004, and was succeeded in September 2004 by SC Stormont Inc., of which Mr. Bryden is owner and Chairman. In 1979, Mr. Bryden founded Paperboard Industries Corporation (PIC) by acquiring Trent Valley Paperboard Mills, which had 166 employees and annual revenues of $12 million. Mr. Bryden was Chairman of PIC until 1991, when PIC had become Canada's largest manufacturer of paper from recycled fibre, and the largest manufacturer of paperbox packaging. PIC revenues were $700 million, with 4,000 employees in 1990. In 1974, Mr. Bryden founded Systemhouse Ltd., with seven senior information systems professionals. He was President or Chairman of Systemhouse until June of 1991, as Systemhouse became Canada's leading computer integration company with over 3,000 employees and revenues of more than $800 million. From 1967 to 1969, Mr. Bryden was Professor of Law at the University of Saskatchewan in Saskatoon. In 1969 Mr. Bryden moved to Ottawa and held various positions with the Government of Canada, including Assistant Deputy Minister of Regional Economic Expansion, prior to moving to independent business at the end of 1973. Mr. Bryden obtained a B.A. Hon. Ec., from Mount Allison University in Sackville, New Brunswick; an LLB, University of New Brunswick, Fredericton; and an LLM, University of Michigan, Ann Arbor. |
